- Add Mod Settings menu. Now you can retire from chat commands.

- Update ConfigVersion to 7. What's changed:
+ Config entry "SpaceBetweenItems" has been renamed to "Margin", and its value is halved. This config is reverted to default.

- Fix signals from blocks owned by nobody being picked up (these are considered neutral signals by game default)
