fixed riflebullet empty reload being broken (cause there wasnt one)
fixed riflebullet and grenade launcher erroring with npcs

added distant explosion sounds to rockets and vehicle mines
prettied up client and server side menu in utilities
made icon above mines toggleable
lowered max particles on all particle effects (hopefully lower vram usage or something like that)
fixed really weird extremely specific error to smoke grenades
(if you threw a smoke, stood in it, then threw another one through that smoke, and stood in that one, it would error)

mines now take into account the angle of the surface they land on
mines cant plant on steep slopes now, has to be below ~60°

changed smoke particles (and gas particles)
