Actually fixed Vigilance's missing monthly control gain due to obsolete syntax. The modding wiki isnt' up to date.

Made some changes based on suggestions from more experienced modders. I'm not sure these should address crashing, but 1.12.* Scythe update might just be more picky or less forgiving as suggested by Cuomo860
- Updated obsolete use of "event_background" to "reference". Admittedly I knew about this one but did not touch it because the mod continued to work and I didn't notice any missing event backgrounds.
- Updated dynasty perk scopes to root.house instead of house.
- Fixed some errors in 2 files that aren't actually being used.

Updated some modifiers on the backend.
- Vigilance's Control growth isn't working with either of the new modifier syntax available. This is unexpected even though they are county modifiers as I am using the exact same modifier as the Lifestyle Authority Tier 1 perk. It may not be moddable.
- Guile's scheme secrecy should be working now.

Reuploaded the mod just to see if it helps with the few people crashing, since I did have a Cloud sync error at that time (not expected to be related)

- Added the House Tradition: Distinction, the "Eccentric" Tradition. Please note that the house's passive bonus is a bit simplified compared to the rest, in exchange for more focus on Fame-based perks. Namely, they get 3 fame-based stat boosts as opposed to 2. At the same time, they have a fame-based penalty in Intrigue; the more distinguished and famous you are, the easier it is for would be assassins to study you.

Only done very cursory test to make sure the events work, but everything should be working correctly.

- Tweaked Vengeance Tradition's vendetta to better track murder secrets. This one I am unable to properly test as it requires a long organic play which I do not have time for. Please let me know ASAP if anything blows up with the Vendetta mechanic.
