- Add new vanilla de/constructor models

Cannot add their icons though as they are a part of the vanilla itemicons asset bundle but appear to be missing from the RE itemicons asset bundle and also not present as standalone image files

Note that Ravien and Vermillion did not add this to RE, citing possible (minor) issues.

Balancing Changes:

Increase Large Quantum Core Max 10 -> 20
Increase Small Quantum Core CPU 6000 -> 25000
Re-increase small container controllers max cargo 32k -> 48k (hopefully not enough to confuse M/V noobs)
Double durability of all "epic" terran hand weapons (orange/red)
Cap degradation rate of "epic" terran hand weapons to RoF (-75% change at most)
Enhanced Laser Drill is now repairable

revert 4x SV/HV storage for the max container controller size only

individual blocks will still hold 500, but max out at 32k again

too many M/V noobs were falling from the sky when re-entering atmo and ragequitting
