- Changed the SmartSpeed compatibility to 1200 ticks instead of 1800
- Added a 120 ticks "unlock" timer if a Pawn or Animal is stuck in a job, this would fix the Caravans being stuck rare issue

- Fixed issues with Beggars showing up on the map triggering errors

This hotfixes a few issuew with Job scannings and introduces Bitwise AND operations on power of 2 numbers instead of modulo operations, this reduces the strain on IsHashIntervalTicks() which uses modulo that is 70 times slower than a simple bitwise AND operation
