- Allow gunner to lock the turret

V1.1:
Remove support for commanders overriding remoteControlled gunners.
This is because this command has a chance of breaking all controls, and it is better to just do nothing instead of risking that.
This should cause no issues in 99% of circumstances, as remoteControlled units are rare.

If your controls are broken by this mod after this update, please let me know so I can keep digging.
