Living Planets can no longer build assault armies, the starting tech is removed, and should not appear in the tech menu

Added the ability to choose planetary features to incorporate to the planet.

New features cost 100 influence (your primary resource as a Living Planet), and one district slot

Initial features add either:
+2 warrior drones ( planetary armies )
+2 brain drones ( research )
+2 patrol drones ( - deviancy )

Changes:
Slight increase to the number of spawning drone jobs, to bring the planet in line with other empires' growth.
(Hive minds are designed to be high pop, but relatively low efficiency per job)
