Cosmonaut - Day One Patch

Mostly to fix some bugs/day one jank. Also, added a Synne alt!

Balance Changes:
Shieldbreak Stun time 400 > 200
//A bit unnecessary.
Shield total time 440~ frames -> 330~ frames
//not super specific but increased decay rate to be more like what it is in smash.
You can now do rising aerials with double jump. Double jump slightly reduced.
//Redid some code so it feels slightly different, but should be better.
Utilt, Dtilt, Nair, fstrong, dstrong, ustrong are less disjointed.
Dair angle 310 -> 290.
//Just a little too shallow.
Uspecial OOS hitbox width increased slightly.
Uspecial OOS hitbox comes out frame 1 after releasing the button.
//More consistent when hitting out of shield, and a timing issue fix
Fstrong sourspot scaling .75 -> .85
//Move is slow and really hard to hit, this is just upping the reward on the sourspot a tiny bit. The sweetspot is unchanged.

Bug Fixes:
You can now jump cancel with tap jump properly.
Down Taunt no longer layers music if cancelled immediately.
Fixed hitbox timing on a few moves.

Misc.
Synne alt added. Hey giik, love the character.
Black hole now has a slight glow effect.
Tipper fair has better sfx.
