Buffed Colonial Fervor to +200% to maintain a faster early game with the change to required pop growth/assembly.

Changed required pop growth and required pop assembly to 250 from 100. This is because pops in 3.0.3 are vastly more productive then in 3.0.2 thanks to building changes. Will revert if the building changes are nerfed.

Updated to 3.0.3. Changed the recently conquered malus to be multiplicative and increased to -50% growth/assembly, because pops are more power in 3.0.3 than in 3.0.2. Also gave machines +1 assembly if they have the Mega Assembly tech because they fall behind relative to hives/normals without it (since I removed two replicators from their max level capital).
