Introduce the debug menu, you can use this to edit timescale (which according to bug reports doesn't work for everyone right now), chaos timer, clear all effects and pause timer/effects.

Also added one effect, a modified version of der_baumkrieger's Low Gravity effect. (Affects all shapes rather than the one you're looking at.)

Renamed the effect Suicide to Instant Death, I never really felt like that name is appropriate in such a light hearted game like this.

Both of these were suggested by tezlynreardon.

Also made minor tweaks to the UI transparancy to get closer to the GTA 5 version.

Also introduced a slightly better options screen to accommodate the new effects falling off screen.
I want to work at a new options screen because the current options code is a mess. But for now all effects are on screen again and can be turned off if you wish to tweak your Chaos experience.
