Following additional research into Chambers Motors, I've switched their bonus from production to reliability to reflect their historic performance as a company.

Removed state 1096 (Lesser Ulster) and adjusted populations, flags and events to represent this. Ulster will now spawn as the full 9 county Ulster.
Changed the 'Status of Ulster' focus picture in the base IRE tree to have an actual Ulster flag, as opposed to NIR.

Updated to latest Kaiserreich version
Fixed the Provincial colours, not sure how that file went missing.
Ensured that Ceasefire didn't create loopholes in events.
