-Border Guard heavily changed, it is now an incredibly strong defensive unit in friendly lands but far weaker than regular riflemen outside of these lands. It no longer costs maintenance (again.) but still maintains the slightly higher production cost.
-Fixed Map Image.

-Border Guard's production value tweaked up to a value and maintenance was added to the unit.
-Changed the Leader to "Glorious Leader" from "Head of the Arstotzkan Ministries"
-Updated several civilopedia entries to flesh out text and fix grammatical errors.

-Added more city names based on issuing cities.

-Fixes a texture error for the leader image, (Odd pixels above the image as seen on some of the screenshots)
