Added a setting for users to specify if they are playing on autonauts official release, or on the open beta.
This should fix a crash that non-beta users weere experiencing in the latest update

Performance Improvements!
- Separated the timer that detects storages from the timer that balances them, so that we don't detect as often
- Added sliders in the mod settings to customize these two timers. Each user now makes the choice of how much they value performance vs balancing speed

New Features!
- Added an option in the mod settings to make storages shared across tiers, or not. This means that you can get Large crates to balance with small crates, or not, depending on personal preference.

Halloween Contest!
- Submitted the mod into the autonauts modding halloween contest!

Fixed an issue with higher-capacity containers accidentally deleting items by attempting to give them to a lower-capacity container
