Balance Update:

Changes made to the maintanence cost of districts, and tier 1 Buildings

- Tier 1 Building maintanence lowered from 3 -> 2
- All specialty District maintanice lowered by 1
- Rural Community District maintanince lowered lowered from 2 -> 1

Changes made to the yields on Domestic and Foreign Trade Routes

- Rural communities now give -2 gold to domestic trade routes
- Foreign Trade route Gold yields have been buffed.

Will require a new Save game to see changes

- Fixed a bug with The Suburban Developer building where effect was being applied to all cities
- Fixed some Incorrect text on the Research Base Improvement
- Update the Research base to properly recognize mountain tiles
- Changed some description text for better clarity and consistency
