Fixed a unit scaling issue breaking the Munitions Wagon on lower unit scal settings in campaign. Removed garrisons from higher level forts to stop unit overflow.

Fixed excessive shrapnels on Furchtenritter that was causing giga lag. Put bombardiers in unit sets to give them upkeep reduction.
