Further rebalancing:
- Lowered GP govcap boost from 25% to 15% which is more reasonable.
- Restored age debuffs back to -10% to -40% since AI tends to approach 19th century borders in 1600s
- Rebalanced centralize to 50adm+20reformprogress
- Added missing on_action to refund correct reformprogress amount on centralize_empire_reform.

After running countless tests, I've pushed a balance patch which changes quite a bit.

- The govcap slider now gives bonuses from 0% up to 75%, and maluses from 75% to 100%. The bonuses on the first half of the scale (0-50% govcap usage) are much larger, the maluses at the end are the same.
- Great powers now get a +25% bonus to govcap and forcelimits (along their traditional +25% luck bonus if they are lucky). This should help Ming, Muscovy/Russia and Ottomans survive more often. When testing, Ottobros do implode far too frequently and Russia has massive issues as well.
- Trade companies had a bug where they were not costing the same as in vanilla. This is now fixed. TCs now cost same as vanilla, which is same as regular territories in RB, so TCing costs nothing extra and you get unrest redction. when transferring TCs to vic3, the converter will separate these into standalone countries, which is the goal.
- Nonaccepted culture penalty is now 7 (down from 8). 8 was a bit too much.
- The age reductions to govcap are now halved. They were never particularly effective anyway.
- Centralization of states, which is something AI very rarely does, now costs 10 reformprogress and 100 adm (from 50 reformprogress and 50 adm). AI should use it now more often. However it now takes 10 years (up from 5 years).
- Expand admin now costs 10 reformprogress (down from 20). AI uses it often but it's a limited tool as it still scales exponentially.

Cleaned up scaling modifiers using all_powers_cost to make things more sensible.

Fixed luck disabled thing which wasn't disabled. Now the mod only disables luck's governing capacity bonus.

Uncapped max government rank for colonies so they can deal with govcap better (a particular issue for Mexico), and as they can now grow larger without imploding, they should rebel faster.

- Bumped centralization to -50% govcap per tap. Keep in mind two are needed in most cases to bring the governing cost of a state to zero, paired with town halls. Even one tap may be sufficient with correct reforms, town halls and state houses. This makes the ability to blob quite possible if one takes it slow and centralizes the states along the way, keeping reform progress generation high. Keep it responsible.
- Altered reform progress growth from +25% -> -25% to +40% -> -40% for the govcap scale.
