v1.3 balancing, rework

- National spirit gets cancelled automatically after 90 days or when the country capitulates
- War support: -1% per week
- Stability: -1% per week
- Political power gain: -90%
- Resistance growth speed: +200%

- Nuked states lose 20% recruitable manpower per drop (civillian pop. loss doesn't work as expected for now)
- Nuked states gain +50% resistance target per drop (meaning by deploying nukes on multiple states of a occupied country, you can achieve a rebellion)

v1.2 Bugfixes and balancing


- Now the occupier of a state gains the national spirit instead of the occupied country

- The spirit is cancelled when a country capitulates

- Population loss increased to 1,000,000 so that the impact on recruiting is higher (will see if needs more tweaking)
