v1.3.1 Bugfixes

- Ditched the "Nuked states gain +50% resistance target per drop". It turns out that it's pretty annoying if you are nuking your way throught the front line. Basically you are gaining the resistance if you capture those lands.

- Fixed a bug where you would gain the "Nuked" idea youself, if you dropped on a province that is under enemy control but the state is under yours.
