Hopefully finally fixed soviets getting double purged

Land Doctrine:
- Mobile warfare +0.10 inf reco rate.
- Deep battle org less when moving nerfed to only match -15% on Mobile Warfare.
- Airland battle gets less special forces soft attack, as this was a bit goofy when gun 3 special forces could
get close to arty 1 soft attack.
- Some more assorted org and stats for mot arty etc on mobile warfare

Defines:
Like GDU, Org loss on conquer reduced (0.35->0.30), and instead org penalty while moving increased a lot (0.15->0.40) (For some reason SR had this even below vanilla levels, so it was very easy to snake and lose very little org on the move, and low reco rate doctrines could still recover a lot while on the move).

This is to make low recovery rate doctrines like superior firepower and gbp have a more notable disadvantage for tank combat and other mobile warfare. Also, this will hopefully address just how easily the eastern front can go from constant combat to one side collapsing, since previously it was very easy to just snake a single tank down to the coast and flood in troops to encircled the whole front. Ideally this will make the front less likely to collapse for either side, though if I had to guess this would be more of a nerf to Soviets, because now they will take more significant reduction in org recovery when retreating, as compared to before when they would have almost no penalty (though germans will suffer this as well as they are constantly moving forward)
