small update in preparation for the newest DLC

new emblems:
- Portugal (standard and monarchy emblem)
- Bulgaria (standard and communist emblem)
- Latvia (standard and communist emblem)
- Lithuania (standard and communist emblem)
- Estonia (standard and communist emblem)
- Switzerland (standard and alternative emblem)

new agency names for Bulgaria, Switzerland and Greece

Removed the bug that prevented the newest emblems from showing up (Yugoslav communist emblems were loading instead of them)

- few agencies had their default names changed - just remember I can only add one default agency name per country (not per ideology)

All of the vanilla emblems are now made available as generic emblems and can be used by the player.

- changed the name of the Czechoslovakian agency name from the communist era "Státní bezpečnost" to pre-ww2 "Vojenské zpravodajství".
