Tested the Sponsor bonuses and fixed or replaced those that were no longer working.
Fixed and enabled the modded Paradox sponsor.
Various balance changes.

Fixed an oversight with the naming of Rare Metals Refinery which allowed Brazil to keep it. Sorry, Terraforming Initiative needs it more.
Changed one sponsor goal of Brazil to fit with the new bonuses.

• IMM: much less funding and applicants, much lower export prices, less rockets, no self-sufficient Dome prefab
• USA: less funding and research, decreased additional funding, no Zeus rocket
• Blue Sun: less funding, applicants and rockets; additional rockets have normal price; have RC Driller
• China: less funding and rockets, more applicants
• India: less funding, research and rockets, lower export prices, no Low-G tech, building maintenance increased; birth rate doubled, but non-specialist performance penalty is greater
• Europe: less rockets, lower research income; exploring a sector grants research
• SpaceY: less funding, colonists and rockets
• Brazil: less funding, lower export prices, more applicants; no more funding upon colonists arrival, no rare metals refinery; all colonists have Party Animal trait and tourism provides 100% more income
• Terra: less funding and lower export prices; can build Rare Metals Refinery
• Russia: less research, more applicants, cheaper rockets, normal price of Fuel Refinery prefab; RC driller replaced with RC harvester
• Japan: applicant generation drawback removed, much more research; exploring a sector does not provide research
• Church: hydroponic farms drawback removed; Colonists grant funding when they arrive on Mars
