Decided to try an alternative route for HUN if they decided on a fascist path, now it can establish its claims over its former kingdom's territories and attain its cores via events whereby non-violent transfer of lands by treaty are established as cored states and seen as legitimate in the eyes of the international community. Similar to the 'Treaty of Craiova' event. I took the liberty of doing the same for German, Russian and several other minor nation's events.

This diverges slightly from the 'minimalist' approach but there was enough inconsistencies with the focuses and events that I decided to settle on a system that established some rules for applying the cores should they apply. The only exception is a fascist Germany whereby it gains cores over Danzig regardless when it pursues its acquisition from Poland.
