Fix latitude and longitude not updating clock when changed in Wallpaper Engine settings.

Restrict the new moon and full moon indicators to only show when closer to 0% and 100% illumination, respectively.
Now, indicators will only show when within .5% of either extreme (in other words, for half as long).
