**Note: Unrecognized countries can no longer improve relations with countries who are not of the same ideology, so for example an unrecognized Vietnam/Korea/PRC cannot improve relations with USA but can improve relations with Soviets (as long as they have the exact same ideology)

Partially recognized countries can improve relations with all countries.
