Mykara:

Monster Hunter:
Remove Level 2
Level 1: Urkan Slayer 3, Guardian Slayer 2 and +10% damage on Hero

Making the ability a bit more versatile and compressing the points.

Morgawr:

True Sight
+2 Vision range on Army
Should make it a bit more attractive to pick up the ability early. Vision Range is quite useful while seafaring

Flying:
Removed some lategame power from the Flying tree by compressing levels. Combined with the powerful Haunt skill tree, there was just a bit too much power here.

Aerial Superiority:
Removed Level 2
Grants High Ground 2 to the Hero
+10% Initiative on the Hero

Behind Enemy Lines:
Removed Level 2
Grants Shared Wisdom and Intimidation Aura to the Hero
Glory or Death was a too hero focused capacity. Haunts still get a ton of capacities, but Shared Wisdom+Intimidation Aura have much more supportive outputs. The Faction skill tree is all about hero power, the Flying tree should be less about Hero power and more about Army power.

Haunt:

Ghostly Visage:
Level 1:
No longer grants Intimidation Aura. Instead grants Shock level 1
Arguably a bit of a nerf, but the tree is quite powerful anyway. Intimidation Aura is now in the Flying tree, so I wouldn't want a repeat here.



Also adjusted some tooltips a bit.

Mykara:
Hallucinogens: Industry on District per Approval above 100: 0.1->0.05
Waaaay too strong, especially for Mykara themselves. Halving the value should make it a little more reasonable.

A few buffs for Vaulter and Kapaku Governors.

Vaulter:
Excavation Expert: Science/Industry/Dust on Rocks: 1->2
Rocks are sufficiently rare, so the reward should be bigger.

Kapaku:
They never quite hit the spot as a governor. Bad? No, by no means. But never quite good enough due to the combination of their dual focus on science+industry - a pure industry or science city is better than 2 dual focus cities.
So pretty big buffs here. May very well end up being OP, so I may have to nerf them in the future.

Blazing Ingenuity:
Science&Industry per level: 8%->10%
Their skill tree is a bit of an investment and I believe the dual-focus keeps this skill from being overpowered, despite being numerically very powerful.

Bloodboiler:
Additionally grants +15% Dust on City per Level during Dust Eclipses.
Due to the eclipse requirement, the skill should be very powerful when it actually works. Didnt want it to kick science&industry into overdrive, so it now gives some Dust which is still thematic and always appreciated.

Volcanology:
Level 3 Dust on volcanic: 1->2
Very happy with level 1&2. When you are in a volcanic region, every tile is volcanic, which raises the power of this skill when it works quite a bit over the similar Vaulters' Excavation Expert.
Third level simply felt a bit underwhelming. Volcanic regions are low on dust already, too. This should also work toward making the new buff on Bloodboiler better.

Another patch, buffing some lackluster skills. I managed to get some more testing on Kapaku governors in.. I think they may need more buffs, all things considered, but Heat of the Hearth felt especially weak.

Infantry:

Iron Taskmaster:
Level 1: Health: 30->25
Just a bit too good.

Ranged:

Staggered Blows:
Level 2 Attack: 10%->12%

Cavalry:

Overlord:
Stats per lvl: 5%->6%
For a skill that is supposedly quite powerful, it was quite weak.

Kapaku:

Heat of the Heart:
On volcanic district&City Center per level: 3 Food-> 3 Food, 2 Science, 2 Industry

Drakken:

Battlesaur:
Level 1: 10 Atk on Hero->10 Dmg on Hero
Level 2: 10 Dmg on Hero->10 Atk on Hero
No buff per se, just swapped the stats. You either go hard into Battlesaur and build an offensive Drakken General, utilizing Woodburner and Shock - or you only take the first level of Battlesaur and have the profit on his Healing from the damage buff on Battlesaur and go into the Support tree afterwards.

Forgotten:

Arboreal Dust Dowser:
Dust on Forest per Level: 2->3
Their only gov skill should be a powerhouse and great for tempo plays. Instead of buffing the unconditional power of %Dust on City, I chose to buff the conditional power this time.

Broken Lords:

Aquatic Dust
Dust per Pop per Level: 1->2
Felt a little bit weak. 1 Dust per Pop is worth far less than 1 FISI per Pop, so this feels like an appropriate buff.

Allayi:
Pathfinder:
Move on Hero: +1->+2
Still trying to create the proper solo pearlfinder build. As a general leading an army, there is no buff(Allayi Heroes are already the best Ranged heroes in the game). But running him solo to get bonus pearls, this is just an additional incentive.

Buff to the Sisters of Mercy. Benediction 1/2/3 now heals 50% of Casters damage instead of 15% or 25%. This also affects Justicieres, but hopefully that doesn't cause any balance problems.. don't think it should tbh, Justicieres arent great and Benediction 1 was useless for healing.
Merciless Wrath in the Sisters' tree has been nerfed from 10%dmg per level on hero to 8%dmg per level on hero. Basically a compensation for having better healing throughout the whole game.
Will keep an eye on these changes - AoE heal could become too good, especially lategame.

Another patch, mainly balancing.
Sisters: Righteous Cause was too good for a T1 skill with the approval->industry thingy, so nerfed.
Discipline can be annoying to use(units in garrison on your unit-creation governor), and weak as well. It's no almost twice as good ^^"
Despite being locked behind a useless skill, the Morgawr governing line is very powerful. It is a small and very specialized line, so just a small nerf here.
A lot of things to make the Allayi pearl hunter/part time governor a bit more appealing.
I often found it to be quite detrimental to only have assignment CD in Winter. So now Winter Winds gets half the benefit during summer, too, making it much quicker to zip him between cities in need of pearl reduction.
Isolationist Cycles are powerful, but seeing as its their only "normal" governing skill, I thought a buff to make it more enticing to plan for the winters would do good here. The boosts are small individually, but together it's a massive 40% Boost to FIDSI
Collecting pearls for XP was pretty slow, so I highly buffed the XP you get form Auriga Affinity and made it cost only 1 skill point to take - if its a skill you take to level quicker, it would be counterintuitive to sink 2 levels into it.
Drakken: Narrative Master was fine enough early, but struggled later on. Now it scales much better.
Ruins are rare terrain, so a pretty big bonus from Lay of the Land on them makes sense. The skill is meant to be quite powerful, after all.

Wild Walkers:
Highly buffing the Flat boosts to make them better as "New/Early City Governors" when going that route. Its hard to keep up with Behemoth Tamer. They also directly compete with Necrophages in that regard, requiring more levels but being stronger Govs lategame, whereas necrophages have a very slender skill tree and slavery.
Buffing the fortification recoveries here, too. They were pretty lackluster.
Small nerf to Natural Architect. They are still great lategame governors, so dont worry.

Necrophages:
Food is of pretty dubious value. If you sink 2 points into Necrotic Agriculture, you should feel the reward a bit more.
Small buff to their flat industry on Hive Architect to make them a bit better at their job.

Vaulter:
Alchemical Genius: You need quite big amount of science to make a dent, so a buff on this skill which should especially benefit big science cities should do well.

Ranged:
Quick draw feels weak now. I underestimated how many ranged Heroes are clamoring for Initiative.

Sisters of Mercy:

Righteous Cause: Industry per Approval above 100: 0.5->0.3
Discipline: Influence per Garrison: 1->2

Morgawr:

Cult of the Tides: XP per turn when governing: 4->2

Allayi:

Winter Winds: -4 Assignment CD during Winter-> -2 Assignment CD, doubled during Winter
Isolationist Cycles: Cleaned up Text; +7% all FIDSI during Winter per Level
Improved Auriga Affinity:
Changed the XP from the Capacity Auriga Affinity 1/2/3: 1/2/3XP->2/4/6
Reduced to 1 level, unlocking Auriga Affinity 3 right away.

Drakken

Narrative Master: Influence on District: 2->3; Influence on City Center: 2->1
Lay of the Land: Science on Ruins: 2->5;
