Added some flavor text ingame so people stop asking why they don't get the units when they make the building.

Added small garrisons to each building - capping out at 2 units, they just make sieges a little more fun, hopefully.

Added a cheat building that gives +999 caps to T1/T2/T3 units at levels 1/2/3 respectively.

Fixed a fairly embarrassing misnaming on tomb kings skeletons.

Woof Elf caps brought in line with everyone else's. Infinite caps are coming later as an optional feature, but not as default.

Tomb kings now have -100% cost mod to recruit allied units to go with their existing -100% upkeep.

Some UI polishing to look a bit better.
