Here is a list of some current changes i am working with (these are not final, I still need to see how they play out and if Siu agrees with the changes) and I want to see what you guys think

what are my goals with these changes:
-make tolerance values more relevant
-make going religious more rewarding
-make theocracies more powerful
-clean up some numbers
-make ai lucky nations slightly stronger
-make colonial nations give more navy bonuses
-make navies more relevant
-change trade company provinces to be more navy focused and clean some annoying stuff up

Changes:

12/13/19
-provinces no longer get a 25% bonus to local tax and sailors for being a city (for being fully colonized)
-provinces now get a building slot for every 5 development instead of every 10
-reduced manpower from development from 250 to 200
-removed local tax modifier growth on colonies (basically as colonies get closer to finishing they would give more tax income)
-increased trade goods bonus from native assimilation from 0.05 to 0.075
-devastation impact on institution spread increased from -100% to -150% at 100 devastation
-prosperity now gives +25% institution spread
-each point of intolerance now gives 1 local unrest instead of 1.25
-each point of tolerance now gives +5% local tax, manpower, and sailors
-provinces in trade companies now give -200% local tax and manpower instead of -100%, and -50% sailors instead of -100%
-removing a province from a trade company no longer gives -200% trade goods produced and instead gives the penalties to tax, manpower, sailors, and missionary strength like when it was part of a trade company
-scorched earth now gives -50% supply limit
-negative stability now gives -10% institution spread to match the +10% for positive stability
-war exhaustion no longer affects core creation cost
-emporer of HRE now gets +1 diplomat
-for every country in HRE, Emporer gets 0.5 yearly tax income (+2 monthly tax income at start of game)
-Tribal Federation's had their tribal allegiance resource buffed to give -20% cavalry cost at 100 allegiance
-horde unity now gives -0.02 war exhaustion at 100 unity
-Theocracies had their devotion resource bonuses/penalties changed. I replaced their +/-25% global tax modifier with +/-5 tolerance of true faith at 100/0 devotion (being devout is now actually important and makes theocracies slightly more comparable to monarchies and republics)
-lucky nation now also gives +1 diplomatic reputation. Institution spread bonus increased from 10% to 30%. +25% Manpower Recovery Speed was replaced with +25% National Manpower.
-being totally blockaded now gives -25% global trade power
-native federation now gives leader +1 yearly prestige
-the large colonial nation bonus has been changed. No longer gives +6 land force limit. naval force limit reduced from +10 to +5. Added +5% naval force limit, +250 global sailors, +5% global sailors, and +0.25 diplomats (every 4 large colonial nations gives you 1 diplomat to help you improve relations with them all)
-vassal nations no longer pay 50% extra to develop their own land
-drilling armies now gives up to +10% movement speed for that army instead of +20% (units are already faster from previous changes)

-intolerance local good produced penalty replaced with manpower and sailors reduction
-all theocracies give -2 tolerance of heathens and heretics
-clerical state base reform tax bonus buffed from 5% to 10%
-level 2 reform External Mission now gives 2% missionary strength instead of -20% warscore vs other religions
-level 3 reform Combat Heresy now also gives -20% warscore vs other religions
-level 3 reform Expel Heathens now gives 1% missionary strength and -15% culture conversion cost instead of 5% development cost reduction
-level 4 reform Religious Administration now also gives +1 missionary
-level 5 reform Maintain Religious Head yearly absolutism buffed from 0.1 to 0.2
-offensive + expansion policy changed from discovery to allow recruitment of conquistadors and explorers
-plutocratic caravan power changed to trade steering
-AI factors on idea groups changed slightly: Nations that are larger will be more likely to grab quantity ideas (some like Ming and Russia will always take relatively early).
Military idea groups in general have higher chance of being picked by AI. Colonial nations will now take Religious ideas if they are in the regions around the Aztecs, Mayans, or Incans.
-sunni nations are more likely to pick humanist
-large colonial nation now requires 15 provinces instead of 10
-reduced necessary trade percentage for strong company bonus on trade companies from 51% to 35%
-doom yearly increase per province decreased from 1 to 0.5
-yearly doom reduction per reform passed reduced from 0.2 to 0.1
