- added a decision for all of Soviet Republics that allows them to restore the Soviet Union
(available for Georgia, Azerbaijan, Armenia, Ukraine, Belarus, Lithuania, Latvia, Estonia, Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan and Kyrgystan)

The decision will be visible only if the Soviet Union/Russia doesn't exist anymore and can be taken if one of the Soviet Republics owns(!) Moscow, Leningrad, Stalingrad and Arkhangelsk.

The decision allows the player to change the tag to the Soviet Union and allows the player to transfer all the technologies and recruited troops.

This decision will be taken by the AI if possible.

minor bugfix:
erased the unlocalised string for Saudi Arabia that prompted the player to conquer French Syria

- Austria will now lose the core in South Tyrol after being annexed (blocks the AI from releasing Austria in South Tyrol during peace conference) - will in 99% of cases happen right after Anschluss occurs
- If you have both West Germany and East Germany as your puppets you can unite them into a single Germany via decision as their overlord (I will try to make EVERY formable nation to be able to form like this - just give me a little time)
- Hungary, Japan, Italy and Germany will now lose all of their claims when they're puppeted by someone
