6.5.3: Fix for satelite Habitat Complexes

PDX changed the way modifiers work, so you can no longer have multiple modifiers with the same key, so the habitat expander stopped working.

It now works by adding a deposit and an empty modifier so you know its happened

If directly building a starborn habitat world it did not set the advanced habitat flag. Some buildings check for this as it is normally guaranteed present.
