Fixed the enemy count setting for some abilities was not working.
The unit-targeted abilities now also use the enemy count setting.(except for Assassin Medal targets).
Oracle with Follow Medal and has more than 50% health, now only cast False Promise on followed target.
Ogre Magi Fireblast and Unrefined Fireblast will now bypass targets with actived Lotus Orb and targets that are already stunned.
Monkey King's Ruyi Jingu Bang Facet Boundless Strike bonus decreased from 2x to 1.5x.

Added new setting to the settings panel of abilities and items: Cast only when the number of enemy heroes within range reaches the amount, valid for 30 seconds after battle begin, and requires the caster to have more than 60% health.
Some unit-targeted with AoE abilities, and abilities that default to cast on the nearest/farthest target, will not use the enemy count setting.
Added mouse hover descriptions to each item in the settings panel.

Fixed the talent translation issue of Nature's Prophet.
Marci with Pick-me-up Facet and equipped Attack-free Medal or Follow Medal, will only cast Rebound when enemies get close.
Jakiro's scepter now also increases the linger duration of Macropyre by 1.5s.
