Increased the change of a bot getting higher level hero. Bots are now more likely to buy a high level hero

Remove weaver's the_swarm
Add 5 level item drops:
sheepstick,pipe,holy_locket,veil_of_discord,aether_lens,ultimate_scepter,item_nullifier,item_refresher,item_assault,item_shivas_guard
Move relic and item_demon_edge to level 4 item
At level 25, there is a 50% chance that only drop level 4 items
Hero will stop attacking while teleporting
