Added a complete overhaul of the air doctrines. All doctrines have been combined into a single tree with many mutually exclusive paths and several all-new technologies have been added to the air doctrine tree. The exact balancing needs some tweaking and the tree is subject to major changes but I am happy to release it to you all to test and enjoy. Feedback is appreciated.

Added 5 new technologies (with icons) in the industry tree as well as reshuffled the order somewhat to accommodate the new technologies.

The new technologies lets the player trade various penalties for either increased dockyard or increased factory output followed by a general bonus to military factories given that they reach that point. The AI is weighted to take the factory output technologies but not ahead of other industry, and only the second levels if they are at war.
