Added shek and crab alliance. Crabs move to shek territory and help fight the holy nation. new patrols set up in HN lands. New weapon to be bought from the hubs new crab smithy.

Crab civilians now have longcoats and iron hats. No more sizzling civs in town.

Removed random chance for crab squad to join for 6 hours. This was causing the 7 day contract to be overwritten if taken just before.

Changed patrol hire to cost 10,000 cats. You now sponsor a war campaign. Should be a bit better to balance. No more infinite guards, you gotta pay them.
