Making some adjustments to some of the shittier less fun parts of SI.
Sadly, this update will be for this version only.

Loc:
-Added Brazilian Port. Loc

Enemy Balance:
-Shackling Anchor's Base HP lowered from 280 to 225
-Dorotabou's Dodge Buff while burrowed lowered by 30 at all difficulties (67.5 to 37.5 in Champ)
-Hyakume's Base Dodge decreased from 58 to 38
-Hyakume's Dodge debuff from torch changed from -30 if Torch is above 75 to -10/-20/-30 Dodge if torch is above 25/50/75 (3 buffs add up to the one from before, and it's not so polarizing)

I am just now realizing that the "Ligneous Fude" trinket is basically just a better BH trinket, so I'm changing the BH trinket.
Changed -40% DMG vs marked and 50% chance to mark target on attacks > +40% Stun chance vs marked and 50% chance to clear marks on target on attack.
