- Reworked the AI weights for the different ground combat policies (has only been tested once, so let me know if the AI picks a weird doctrine)

- Fixed a bug in one of the policies

Ground combat policies updated
- Defensive combat: defense armies gain +30% health, +10% damage and +15% morale
- Strategic restraint: all armies gain +20% disengage chance, +10% health, -5% damage
- Guerrilla warfare: all armies gain +10% disengage chance, +30% morale damage, -10% damage, defense armies gain +20% morale
- Overwhelming force: all armies gain -10% disengage chance, assault armies gain 25% damage, +10% morale

TODO:
- Create proper AI weights for picking a ground combat doctrine. Pacifist should not use overwhelming force, militarists should not use defensive stance.

- Moved the army HP change to a new file to avoid overwriting vanilla files.
- Removed the lowered orbital bombardment damage taken by armies because of the change above. Looking for a new way to re-implement it.
