HORRIBLE NERF!

TL;DR: Subsurface conduits can no longer be placed in walls. Walls can be built on top of them still, but the conduit can't go under an already in place wall.

Long story: The item Subsurface Conduit that is added by this mod no longer has the ability to be constructed underneath a position that is currently occupied by a wall. However, a wall still has the ability to be constructed in a place that has a Subsurface Conduit underneath it.

Actual explanation: I found out that the vanilla event Short Circuit (also known as 'Zzzt...', or 'F*** You') only affects the vanilla power conduit, which means that if you strictly used the subsurface conduits for everything, you'd never get a short circuit. So I made a little tweak to encourage the use of the standard power conduit. It also makes a little more sense this way if you think about it, plus the Subsurface Conduits are pretty OP anyways so I figured they could handle a little nerf.

There is an option to reenable building them under walls if you disagree with me and/or don't care about balance. You probably have the cost and work to build set to 1 anyways.

Apparently all the new changes made it incompatible with 1.0, so I've disabled 1.0 support for now. I'll see if I can add it back in later.
