Nerfed the Empyreal quirks.

Frequency between activations is now longer:

OLD: 4-10 rounds
NEW: 8-15 rounds

Activated quirk duration is longer:

OLD: 3-5 rounds
NEW: 5-7 rounds

Empyreal Quirk act-out chances (while activated) lowered:

OLD: 67% chance to act-out
NEW: 33% chance to act-out

Squiffy now buffs crit chance rather than stress dmg done (which doesn't work on monsters). Crit effect is 50 stress (other skills can't crit).
