- fixed some overlapping provinces
- fixed some provinces that was owned by the wrong state
- fixed countries who didn't say yes not participating in the br
- countries who don't say yes to the first event turn to ghost and will easily be tooken over when the BR starts ( if 100% is not picked )
- added manpower options

1.6 Update

Got it to stop crashing (due to my change to the pick a country screen)
fixed a state in canada
fixed some states in the pacific
fixed some states in europe
Added nations for new 1.6 states (2 in Europe and some in Africa)
