Added fixes from RedDobe that would make heat additions not act as intended in various scenarios, thanks!

Also added configuration value to LSCConfig.ini for how much heat gets transferred away from high heat regions - if you want extra hard mode you're free to tune that down now.

Updated to have an easy config option to disable stuff that can interfere with Covert Infilitration (specifically, shuts off heat sitreps + the techs to spawn custom missions)

This is meant to make creation of a compatibility mod easier.

Small update to take advantage of a new(ish) highlander hook.

This way you know if a soldier's away on resistance command duty (and more specifically, which resistance command) instead of just seeing a blank space in the personnel list.

Halved default heat decay rate to accomodate prior changes. This means heat will decay 2 times slower, so heat should require more time to be fully lost if you're not doing specific anti-heat operations or research.

Bugfixes and changes, thanks to Reddobe for pointing out most of these:

Missions that don't have a continent state by default (but do have a region) will now be properly considered for heat purposes (e.g Supply raids will add heat now)

Rulers aren't considered to be on the mission by default any more. This was resulting in less heat from missions than you should have.

Resistance Commands always update now: before there would be instances where they wouldn't track heat loss for a few months and then apply that in one go once they finally got some heat.

Added a floor to how low heat can go: it should be at 0 instead of being in the negatives now.

Heat reduction mission is now a Council Mission, to prevent issues with it suddenly despawning.

Also fixed not letting you spend intel to reduce heat when you built the Shadow Chamber. Whoops.

Hopefully fixed the issue with Emergency Override not resuming the timer properly.

Added an alert level cap when heat is increasing the force level of your missions in a continent: this should make doing these missions more doable on Legend via reducing the # of enemies to face while not changing the experience too much for Commander and below.

This cap is no longer in effect once you're past Force Level 17.

Adjusted heat transfer mechanic to account being able to operate in some continents at "No Detectable Heat" for prolonged periods of time.
