Version Update to 3.9, no changes

  • Numerous tweaks to breakthrough chances, mostly updating so that all vanilla traditions/ascension perks and relevant leader traits boost at least one perk.
  • Chance is now roughly, the sum of base modifiers (ethics/traditions/perks/philosophy) multiplied by the traits of councilors (having an expertise counts most, focuses genius, maniacal, and inquisitive also provide increasing boosts per level) and by any research agreements/spy networks. See TechAscendant_settings for details
  • TechAscendant_scripted_triggers is better optimized for the changes above
  • Situation log entries updated
  • Overwrite for mega.200 removed, no longer needed (it used to prevent the foundation from disappearing when you created an ecumenopolis, but the vanilla event no longer uses clear_deposits)
  • Final Frontier Breakthrough now adds leader cap
  • Grand Strategy now multiplies fleet cap instead of adds
  • Predictive Quantum Mechanics now adds physics to technicians and energy to researchers
  • Psychohistory unity from researchers reduced to 1 from 2
