Updated to 2.6.1

- New Overhaul of the Star Forge -

1. Due to the new mega shipyard addition from the Federations expansion, the Star Forge will no longer require the "Infinite Engine" starbase module and has been removed from the mod. The Star Forge is now the shipyard.
2. The Star Forge now has 4 tiers that increase its shipbuilding and alloy production. Starting from 33% (1) to 300% (4) capacity.
3. Changed the cost and requirements for using the Forge. I also included a major trust penalty for unlocking the Forge after the second tier.
