NHL Updates:
- Updated salary cap and other financial rules for 2023-24 season
- Making the LTIR guys retire early to give AI teams more cap. The EHM AI doesn't really know how to handle these contracts and they just cause more issues then they are worth.

To-Do:
- Manual re-rates and staff list updates for all playable European leagues, some ratings may be way off as we used an algorithm to perform the initial re-balancing. WE NEED MORE DEDICATED RESEARCHERS!!
- Fill out goalie statistics, the tool we use to pull data from Elite Prospects does not pull the detailed goalie stats so we have to do these manually.
- Continental Cup structure needs to be updated, its been removed for now.

- Increased contract limit to 60 to work around some EHM game limitations when it comes to junior contract slides, this is causing the AI to release players. -- Thanks Fabio for reporting and sending saves!
- Increased Salary Cap to 90.5m to due to real life salary situations that AI teams have issues working around, you can lower this with EHM Assistant!
- NHL Trade deadline week trades and signings added.
- ELC contracts starting in 2023-24 added, remember to remove the "NHL Future Transactions" section of the extra_config.cfg file if you play Fantasy Draft start (you also should remove cap penalties!)
