* Simpler method of ensuring correct defaults are used for processing. Loading from Base Game .inis now via a side-class instead of backing up and restoring in-memory. Less risk of weird side effects and options should apply dynamically in a reliable way.

* Added ALLOW_RUNTIME option to enable runtime updates to Encounters when user changes settings. This is experimental and can be switched off by disabling "Update pods without Restarting (Experimental)" in options and restarting the game client.
