Reworking kill bounty formula

new:Kill gold = (110 + level*4 + 80g per kill streak(count start from killing spree++))
( maximum 1400 gold)

Aoe gold:

1 = 150 + 8 * level
2 = 100 +7 * level
3 = 40 + 6 * level
4 = 25 + 5 * level
5 = 20 + 4 * level

(total gold for killer = Kill gold + aoe gold)

Death cost reduced from 30 per level to 20

Glyph of fortification cd from 5 min to 10min

Buyback cost change from 1000 to 100 + ( Level * Level * 1.5) + ((Game time in second) * 0.25)

Bounty rune reworked from 40 + 4 per minute to 50 + 5 per minute

First rune now give 100g.

Fixing Komachi Q stuck in the terrain.

Fixing Medicine's W stucking people with the doll.

Fixing Kappa pistol not working correctly.

Fixing Reisen innate not working correctly.

Fixing Reisen Q not working correctly.

Fixing Youmu W not working correctly under cirtain circumstances.

Fixing Sakuya QWE can bug if dont upgrade QWE and cast R

9Ball no longer disabled by roots.
