- Black Site upkeep increased to 3
- Starbase reactors give double energy

- Dark Matter Extraction tech removed (now redundant)
- Orbital Gene Crops tech removed (now redundant)
- Improved Photovoltaics tech removed (now redundant)
- Space mining and research techs no longer increase the bonus of starbase buildings
