Changed the crit heal effect. It now gives 10% extra healing.

Seal of Sanctuary adjusted. I removed the healing debuff, reduced the prot/health, and increased the damage reduction to 50%.

Seal of Blood changed. Maybe this time for good? It provides some accuracy, crit, and damage. Upon offensive action, it takes 4 HP.

In addition to the "cooldown" on Hammer of Justice, it now grants some speed. This should encourage use of Seal of Command.
