Update for v2.3: Replicated vanilla's major code changes in the traditions view in vanilla.

Bugfix: The weight for the repeatable tech was set using the correctly-spelled @repeatableTechFactor. Unfortunately, sometime in the last few months, Paradox changed the spelling to @repatableTechFactor - probably by mistake. Rather than rely on either version, I set up a mod-specific factor that should be future-proof. Impact should be negligible, since the tech was showing up for research even before I made this correction.
