Fixed error in config and switched to opt out system

Completely rebuilt mod. Too many changes to completely list.
Sound files were processed in a better way resulting in filesize reduced by almost half.
Added lines and fixed inappropriate cues for certain abilities.

Added support for most of the Templar abilities.
Added panic lines.
Made voice slightly softer.
Shifted around, added, and removed lines.

Rebuilt mod for vanilla compatibility.
Added no reference option.
Disabled voice from randomly generating on units (hopefully).
Shifted around and added a couple of lines.
