Decided to add the cheat laptops to all the spawn bases.

Issue with AI loading on insertion missions if player swapped helicopters mid loading sequence to a helicopter with lesser capacity. This would cause the mission not to progress since all AI could not board the aircraft. Added check to determine if the helicopter was at max passenger capacity. If so, all remaining AI unable to board are deleted.
