Quick patch to fix JX40 in skirmish and OG-9 icons

Patch Notes:

- VCX-820 Escort Freighter added to Empire at tech 4
- JX40 Jailspeeder added to CSA at tech 2
- Updated most land unit tooltips to match space
- Army Guards are now buildable at the Barracks once Army Trooper II is researched
- YV-100, 330 and 666 light freighters now buildable in skirmish for the CSA
- Hopefully fixed heroes being untargetable on ground in some cases

Major changes:
- ILH-KK Citadel-class transport added to CSA space roster
- A-A5 Speeder truck and Personnel Skiff Model IV added to Rebel ground roster
- 64-Y Repulsorsled and OG-9 Spider Droid added to CSA ground roster
- All new units added to skirmish models
- Ground unit filters
- New filter icons and layout, courtesy DrKnickers from Thrawn's Revenge

Minor changes:
- Added new deconstruction icons to reduce confusion
- AT-PT anti-vehicle nerf (blaster cannon changed to repeater)
- Added hints page to the mission holocron
- Added Army Commando weapons models
- Espos now have unique icons
- Misc bugfixes and text fixes
- Additional special-case production for Independent infantry types on certain worlds (check planet tooltips)
- Ground research now requires a level 1 space colony to activate, reflected in the research facility tooltip.
This requirement was always true, now it is explicit
- All infantry unarmed strikes and melee weapons damage increased by 2

Patch notes

- Removed CSA debug spy structure
- A number of fighter heroes (those without full squadrons) have been made non-stealth for balance
- Heavy slugthrowers have new SFX
- Bevven II now commands a Victory II-class SD
- Corrected acceleration on K-222 and SX20
- First pass on land skirmish balance. Some units are now locked behind tech

Patch Notes

Major:

- Increased costs of Bank and Mining Facilities (now 5000 and 2000 credits)
- Vindicator rapid quad lasers changed to quad medium lasers to reduce overlap with Lancer-class
- Filters now work for the CSA
- Added random starting forces versions of sandbox GCs Core Worlds, Inner Rim, and Hutt Space (Experimental)
- AT-PT and AT-TE added as Imperial starting walkers. AT-ST and AT-AT now require research
- T1 and T3 tanks added as Rebel starting vehicles
- Storm Commando and Army Commando added to Imperial land roster
- Added AI time limit to land battles- after 20 minutes, the AI should perform an all-out attack to help resolve the battles
- MTPL 2a and up now gain a 50% range boost due to their deployment
- SX20 Airskimmer added to CSA, QH-7 removed
- Fixed CSA skirmish pads and landing zones
- All new land units added to skirmish

Minor:

- Tooltip fixes for various units
- AI should now use generic heroes a little more
- Shock Troopers now swap weapons visually as well as functionally
- All sandbox GC starting forces cleaned up, and CSA starting shipyards improved
- Reorganized units to fit better in the UI
- Updated in-game tech tree
- Added full set of K-Wing and B-Wing bombing runs
- Alderaan now has a Class 2 shipyards bonus instead of Class 3
- Improved smoke grenade FX
- ExO ranks are now displayed for testing
- Fixed some icons
- Reduced AI desire to build basic barracks
